The biography of Suleimanov Elkhan Siraj oglu was born in the year in the village of Hajaly, the Goychay district. After graduating from a 7-year education in the year, he entered the Faculty of Primary Education of the Goycha Pedagogical College, and completed his studies in this technical school in the year. Elkhan Suleimanov, for 23 years as the head of various cultural institutions of the republic, tirelessly worked on the development and propaganda of culture, art and Azerbaijani cinema, the identification and development of young talents.

Dozens of young talents brought up in the foci of culture that he led today carry out successful activities in the theaters of our republic, in the field of cinema and music as authoritative artists, folk artists. It is necessary to especially note the merits of E. Suleimanov in the field of cinema. He was one of the organizers of the prestigious international film festival held in Azerbaijan.

To this end, it was with its organizational support that the cinema “Nizami” was thoroughly reconstructed and turned into one of the centers of culture. The publication with a large circulation, exquisite design and presentation to readers of many literary and artistic, scientific, educational books are also possible thanks to the charity of E. Elkhan Suleimanov during the years held the position of general director of the Azerbaijani sector of the Russian-American University.

Elkhan Suleimanov, who actively participated in the solution of the food issue, including providing the population with daily food in the conditions of war and in a period of years, ensured the import of more than one hundred thousand tons of sugar, sugar, grain, grain products and a large volume of food of other varieties into Azerbaijan. He issued publications dedicated to the genocide in Khojaly: “Hodzhalinsky genocide”, “Hodzhalin genocide: a million signatures are one requirement”, “Shusha - the ancient land of Azerbaijan”, “Two photo reports on one tragedy”, “Historical facts against Armenian myths”. These publications were sent to the parliaments of the US and European states, to famous world libraries. As part of the Khojalinsky Genocide project: a million signatures - one requirement ”a million signatures of Azerbaijani citizens were collected and released in one book, presented in parliaments of large states.

They were collected together and published in Azerbaijani, English, Russian, the testimony of witnesses of the tragedy of Khojaly. Within the framework of the Baku-Hero City, carried out on the eve of the flight of victory over fascism, once again the merits of the capital of Azerbaijan during the Second World War were brought to the world community.
